Will an appraiser decrease the value of an in-law unit if it is not legal?
Yes. An appraiser may deduct value from such a unit if the work was not completed with the required permits. This could cause the property to appraise for less than the purchase price. Be sure to include a provision in your purchase contract stating that the sale is contingent on the property appraising for the purchase price. Also, before you buy, check into the tax ramifications of treating part of your home as rental property.
