Yes. A lien can be filed against the property because of the failure of the owner to pay taxes. This is called a tax lien and can hold up a sale. A state or even an individual can take possession of a property if the taxes are delinquent for too long a period. An individual would have to pay the taxes in order to gain possession of the property.
